Will any places rent cars to under 25?

I am planning on visiting St Thomas, St John and St Croix at the end of november and was looking for a rental car but i couldn't find any that would rent to people under 25. I was hoping to find one that i could also take between the islands and would preffer to rent on St John as i hear the chance of problems is greatest there.

I believe Avis does. You may have top pay a little extra for some sort of insurance.

If you have an American Express card some of the majors will.
