The Virgin Islands used to be the Danish West Indies.... so do you mean the very first governor of the colonies. If so I think that is George Iverson around 1672-1679 (LOL, had to look up the date. 🙂 and the Danish Colonies went through a whole lot of governors.....
Or, the first governor appointed when the US bought the islands...
Or first elected when Virgin Islanders were allowed to vote for their governor....

Ronnie mentioned Civilian or Navy.... I don't know who was governor during the military rule of the USVI during 1917-1931.... if you need that perhaps he can assist or you need to research it somemore.
