So if i rented a place on Water Island, is there a ferry service that can accommodate a scooter rental? or a car rental

No. Not on their regular ferry.
You'd have to make special arrangements for its transport.

Check with the folks you are renting from. Most vacation rentals come with access to a golf cart or other transport.
