Best bet for decent breaks is Hull Bay.

The surf today on Cane Bay (STX) was as high as I've ever seen it. Several kids were surfing and staying up for 10-15 seconds. Very unusual.

Surfing is seasonal, as Islander mentioned above. It is usually associated with north swells, so occurs on the north side of the islands. I have seen people surfing at Johnson's Reef off the north side of St John, and I have seen surfing at Morningstar and Secret Harbour when a storm passes to the south. It would have to be an unusual situation for Reef Bay to have surf.
