I will be traveling with all carry-on luggage into STT on my way to STJ (YEY!), I like to move fast out of the airport and avoid staning in line for a taxi, do you have to head toward baggage claim or can you just head right out of STT and find a taxi?

After you disembark, simply follow the crowd down the covered walkway, through the security doors, pause to receive your complimentary rum punch, and walk straight ahead to the curb. To your left you will see the taxi stand, just head over and tell them where you want to go. You may have to wait a moment for the taxi (they're all 15 passenger vans) to fill up, but you'll be on your way fairly quickly. The driver will know whether you're in time to catch the ferry out of downtown or if you need to head out to Red Hook. I have missed ferries because the taxis do not leave until they fill up, and they make stops along the way.
I prefer to rent a car - you get out of the airport sooner and can stop by Cost-u-less for villa supplies if you have time before the car ferry. It is a small airport and the cars are in the parking lot outside of the door.
Car rentals may be cheaper in STT (definitely are if you don't need a fwd), but you have to rent from Budget or Avis to take the car to STJ.

I have read on other posts that the car rental agency they used was not actually located at the airport and they were taken to some other location to get their car. We are renting from the airport Budget office. Do you know if this Budget is actually located at the airport or will we be taken by a Budget associate offsite to get our car?

The Budget rental desk is right at the airport. They take care of all the paperwork and hand you the key right there. You then have to go outside, across a parking lot, up a flight of stairs to an upper level parking lot and locate your car. Travel companions can wait down by baggage claim with the "stuff" while the driver fetches the car. The driver will have to get a parking ticket, but there should be no fee if only picking up bags and passengers.
