They're cutting back the Charlotte Amalie to Cruz Bay ferries to just two trips daily:

Concerning the Charlotte Amalie ferry, I called the operators and was told they hope to return to regular scheduling for season but couldn't say when exactly that would be. So stay tuned on this.

Also, for the last few months there has been a fuel surcharge of $1 on top of taxi rates, per person. This fuel surcharge will stop at the end of this month and a new rate chart released with increased prices on all destinations by about 20%... which works out to be about the same as the $1 surcharge in most cases. Also they are going to standardize the luggage/package/box surcharge that has been sort of confusing for the last few years since it basically left the price on big pieces of luggage up to the driver and passenger to decide. It will be standardized to $4 for big bags, $2 for smaller bags and 1 carry on per person free.

Yes some downtown ferrys are limiting there runs. However recently I had to make a trip to the states and found no boat running for 1:15pm. Asking around I found Captian Fredricks (Pablo) who would take a group for $10.00 each on his own registered boat. He had a good size boat with crew and all were very professional. Only problem was taxi drivers in Charlotte Amalie wanteing top dollar to go to airport knowing our limited time. I suggest crossing the waterfromt and getting cab over there if you have time.
Captian Fredricks is one of the barge Captians so he is limited on the runs he can do to St.Thomas, however It is worth looking around for him if you are short on time. Perhaps there are other boat captians who are avaiable so asking around dock area on St. John you could come up with an alternative to going to Red Hook and traveling across the whole island of St. Thomas by taxi.

I would be surprised if that were legal. Usually you have to have a special license to carry people for hire.
