I was on St. John last week during Carnival week. I was on Solomon on July 3rd. There were about ten people on the beach and about 6 were nude. No Rangers came to the beach that day, but my assumption is with all of the partying and crowds in Cruz Bay for Carnival week they had other things to worry about. So it might be different any other week.
