Questions About Dock and CA Waterfront Docking

There is a dock at the east end of Charlotte Amalie harbor across from the flee market (Not Yachthaven). Who owns that dock, and who is allowed to use it.

Do vessels need a permit to dock along the sea wall in Charlotte Amalie harbor? Who controls use of the wall for docking? I see the ferry uses this dock to load and unload passengers.

The Port Authority controls all of the docks. They collect their fees from the boat owners.
