As long as you're not going to to the BVI's, you should be fine.
Even the BVI's are fine Connie if you arrive by water until 2008 🙂

Technically, if as long as you are a U.S. citizen, all you need to enter and exit the U.S. Virgin Islands (St. Thomas, St. John, and St. Croix) and to travel between them is a driver's license.
Now, typically the ICE agent at Customs in St. Thomas will ask why you don't have a passport, but it is simply not required under the current rules (technically, they are not allowed to ask that question, but I have been asked each time - 4 in the last twelve months - upon exit). Remember, your travel to the USVI is essentially like flying from Washington, D.C. to Miami.
To go to the British Virgin Islands (Tortola, Virgin Gorda, etc.) by WATER, all you need is your driver's license and birth certificate. If you travel to the BVI by AIR, then you need a passport.

Technically, to re-enter the states from the USVI adults need a photo id and proof that they have the right to be in the U.S, which means either a raised seal U.S. birth certificate, a green card, or a visa. A passport does dual duty as photo id and proof of citizenship.
