I am going to St. Thomas in August, I would like to know if anyone knows if you need a passport to enter or return from St. Thomas. Is a birth certificate all you need.

There was recently a long thread on this subject which will give you all the info you need. Check out the FAQ section also. Cheers!

Short answer is, no, you do not need a passport to travel to the USVI or Puerto Rico

You will not need a passport but you may be asked to verify your identity coming or going, so please have a copy of a birth certificate that is original with a seal along with a government issued photo ID for adults, and birth certificates for the kids.

The original copy of the birth certificate with a raised seal does not prove your identity but it does establish that you are a US citizen and do not need a passport to travel to the USVI.
