Do i need a passport to go from the States to Puerto Rico to St. Thomas?
If you are a U.S. citizen you can still make the trip with a government picture ID and a raised seal birth certificate but a passport will be required soon.
I'd like to add that if you plan on going to the British Virgin Islands that you will need one. Alot of people make a trip there by boat. It's wonderful, but you do go through customs.
If you have the time, I would suggest that you just get one and be done with it.
To the best of my knowledge, a US citizen does not and will not at any time in the near future require a passport to travel between the US mainland and its territories although proof of citizenship (i.e. birth certficate) may be required upon departure from same to the mainland.
As of January 2008, a passport WILL be required of US citizens travelling to the Britsh Virgin Islands from the mainland or a US territory but that wasn't your question!

Perhaps I should have been more clear. I said a passport is not required for U.S. citizens traveling between the states, Puerto Rico, and the USVI, but I think that passports will eventually be required whenever flying outside the fifty states and sooner than we think.

Ture, and January 2008 is coming up. Application for passports are now running about 4-6 weeks. I wouldn't trust that though. Could be shorter, but I bet there's more of a chance that it's even longer.
