Looks like Paradise Point trams are up and running, taking passengers up to the top.
"Ride the aerial tramway to the top of Paradise Point, for some of the best views of St. Thomas and Charlotte Amalie harbor you’ll see. The views of the twinkling lights of Charlotte Amalie are especially terrific at sunset. At the top, snap a photo of the cruise ships docked below, take in views of the island and harbor, and browse the souvenirs in the surrounding gift shops. If you’d like to stay on longer, the relaxed restaurant here serves terrific terrace views with the island’s signature Bushwacker, a particularly potent, coffee-flavored rum cocktail. The Paradise Point Tramway runs from Havensight Mall, near downtown Charlotte Amalie. The ride takes around seven minutes, rising 700 feet (210m) to the top of Flag Hill."
