I'm headed to STT on 16 July and need to know for sure if I will need a passport. Also, If anyone knows how and where to get one quickly, that'll help too.

You do not need a passport to vist USVI. You will if you want to take atrip to BVI.
Use the link "Visitor Info" in the top RH corner of this page to get all the information you need concerning travel documents.

I thought that you don't need a passport to go to the British Virgin Islands from the U.S. After Dec. 31, you will, but not yet. Is that not correct?

To visit the BVI's you need either a passport or county issued birth certificate & drivers license.
