Looking for minister that will meet us somewhere with beautiful scenery in background, to renew our vows; nothing fancy; just say a few words and give us a certificate. On cruise ship and stopping at St. Thomas for the day.
Everyone I've emailed want to make it like a wedding at huge expense.
Please help if you have any knowledge on this subject.

Check with Stuart Scott of USVI Services. He's awesome and lives right on St. Thomas. He did our wedding a few years back. I think from what you mentioned he'd be a perfect fit. He'd make it as small and simple as you wanted and he is very accomodating. His contact info is:

I agree with Jill...Stu is a great guy that officiated our wedding ceremony @ Magens almost 1 year ago in 2 weeks!!
