*My project manager, single-male 27 yrs. old, is planning a trip to St. Thomas in May. I thought about booking him and his brother at the Bolongo Bay Resort, but I want to make sure he stays in an upscale, but youthful-single type environment. Is this close to the the nightlife? I also want to know where they can go out and meet other single people and enjoy the nightlife. Also, how should they get around safely -- car rental, taxis, etc.?

Bolongo is not upscale, IMO. It is well kept, clean, bright and welcoming...but not upscale. I guess our opinions on upscale are also relative, so this is just my opinion. Upscale, to me, is Ritz and maybe Frenchman's Reef and/or Wyndham.
If you are looking for upscale AND a place where singles stay, that is a tough combination. Seems that single people tend to gravitate toward the more economical places and families/couples tend to go for upscale when they have the means.
I think Bolongo is a great place for a single guy. Their pool and bar are always lively with younger people who seem to be all mingling together, as opposed to being part of a family unit. Frenchman's Reef (Marriott) and Ritz seem to be families or couples. I also see singles at Sapphire, but not nearly as many as at Bolongo and the singles at Sapphire don't seem too "mingly" (new word I created..ha ha).
IMO, Bolongo feels like a really nice motel on the beach. Nothing wrong with that...especially when the beach is in the Caribbean. I think I recall the rooms being white and yellow...bright paint....everything clean and tropical fresh feeling. But, if he's looking for plush and pampered, this isn't it.
