What are the rule sthese days regarding locking your bags, should Iget special locks? or not even bother , since all of my valuables will be with me in my carry-on...

If your bags are locked and TSA wishes to inspect them they will cut the locks.

There are locks out there that are TSA approved and can be opened by the agents with a master key. But luggage locks are so flimsy anyway I don't bother. I used to take cable ties and hand them to the TSA guys, asking them to "lock" them for me when they were finished, but I don't even do that anymore. I've never had a problem, and I too take all my valuables in my carry-on.

I bought the TSA locks, and they did inspect my luggage (a note was inside). It seemed like a pretty sturdy lock, but the zipper itself is probably easier to break than the lock. If someone wants in they will do whatever (maybe even cut it open) but I didn't want to have no lock at all. I didn't want to make it so easy for an unauthorized person to get in.

TSA locks are like $8-10/per lock. I had a 4-combination lock - 2 for $17.00.
