To arrive at the St Thomas airport at 3:20pm and still make the last Ferry to Tortola West End at 4:30pm?

The CA ferry is only a 5-10 minute taxi hop from the airport so as long as your flight is on time and you don't have to wait for checked baggage you should be able to make it.

I definitely wouldn't bank on it. Everything would have to happen perfectly, which is rare anywhere, but especially here.
