From the Frequently asked Q & A section of ViNow.com I found this -

On the same site in the driving around St John section I found this.
"Valid US and international driver's licenses can be used while visiting the Virgin Islands for up to 90 days."
I went to the VI DMV site and found nothing about temporary or international driver’s licenses and I recall years ago before visiting Europe I got an International Driver’s License and it was a laughable waste of time and money.
Does anyone have the real story?
Do you have a US or non-US drivers license? If US, you are fine. If non-US then an international license is valid. If no international license, then you'd probably need to get a temporary license from the local DMV (probably a huge hassle and not worth the effort for a short trip). Both quotes seemed clear to me...
After a lot of research and more than a few emails, phone calls and text messages I found an answer that works today at least.
According to the St Thomas DMV a permit is required for NON - US foreign licensed drivers.
I was told an International Driver's License in not valid.
I didn't ask what penalties might be if you had one both or neither, I bet that would bring an interesting answer.
The permit is available from the VI DMV for $15.00
I called Avis at the STT airport and was told they maintain a supply of permits and will issue them at the time of rental and add $20 to the contract.
I also called Dependable and was told they were informed that the enforcement of this requirement is only recently being implemented.
I then contacted an associate who spends a good deal of time at the STT DMV who collaborated all of this.
