We do not have passports and my youngest child will turn 15 while on the island; too young to get a drivers permit (by a matter of days). Is a birth certificate good enough for travel to USVI. She has a school picture ID, but that is it. Thought about getting her a state ID card just to play it safe. We leave in less than four weeks, I'm afraid we won't get the ID in time. Thoughts?

Birth certificate will be fine. Are both her mother and father traveling? If not, you should get a notarized letter from the non-traveling parent giving permission for travel. Bring the school ID too. You never know what will or will not be needed.

Thanks, Ric. We will both be traveling with her, but that is a great pick up for others facing the same situation.
