In St. Thomas are there some gourmet restaurants that also have picturesque settings? What can we expect pricewise?

Yes there are many... Herve's is great, Room with a View, Banana Tree Grill, Agave Terrace... Prices can run perhaps $30-$50 a person, not including bar tab.
