Arrving in St Thomas late afternoon on April 22 and need to catch a ferry to Tortola. With Carnival in progress will it be difficult? Also is there a place to store extra luggage near the ferry dock on St. Thomas for a couple of days?

Carnival should not present a problem for you going to the British Virgin Islands from the Waterfront or Red Hook. Service continues, even on parade days (Apr 29-30 2005)...
As for the storage of luggage, I do not know about that. Perhaps someone else can chime in with some answers...

Not sure what you consider late afternoon so I would suggest you check the Ferry schedules, if you haven't already, and make sure there is service for you to catch. The later St. Thomas-Tortola ferries are around 4-5pm. You can find the schedules at: https://www.vinow.com/general_usvi/interisland_ferry/ and the contact information is there too if you want to call and confirm schedules for your dates of travel.
There are two events going on for Carnival on the 22nd. One starting at 6pm and the other 8pm. Shouldn't create a problem for you. There will be more traffic near the Fort Christian Parking Lot and Mafolie Hill area; cars parking on roadsides etc. If you are taking a taxi, they know the drill and will get you where you are going.
No luggage storage for multiple days.
