The last report was that it would be up and running on Sunday. Best bet is to check at the airport when you arrive. Have a great trip whatever pans out!

We just came home on Saturday the 23rd and there were signs posted at the ticket window and on the ferry we rode that Charlottle Amalie ferry would resume limited ferry schedule on Sunday the 24th (today). Only 3 trips running each way each day, for now. There was one in the morning (around 7:30 from one direction and then 9 going back), another around noon time and a third trip around 3-4:00. I forget the exact times on those, sorry, but the port authority can help you with those and I imagine the taxi drivers will be aware as well. But it was definitely starting operation again today.
