Which Buck Island are you referring to? - the one off of STX or STT? Either way, I think the answer is "No" to ferry transportation.

No, no ferries to Buck Island. You can get there via an excursion company like Big Beard's or a smaller charter craft. Here are a couple of picture to whet your appetite:

With that reef system around STX I'm not sure I would be comfortable taking a small boat out on my own that distance.

Buck Island: There is the National Park Buck Island off of St. Croix, http://www.nps.gov/buis. And off of St. Thomas is Buck Island Wildlife Refuge, http://www.fws.gov/caribbean/Refuges/Buckisland/default.htm.
