Best thing to do would be to contact the airlines or U.S. Customs/TSA.
Hand carry if you're allowed or they won't arrive unbroken.

There is no customs check coming into the USVI from the US mainland, only going out. Only airline restrictions will apply so check with them.

I went thru a TSA baggage check coming back to STT from FL.
Contact airlines, etc., as previously noted.

I've brought alcohol back to the US/USVI from travels aboard over the years. Usually just one bottle at a time. Transported in checked baggage because purchase was not made within airport, and because of bans on liquid in carry-on. Very very well wrapped in towels and plastic and more towels and plastic bags. Over wrapped but always have arrived in one piece.

As for your question...

Just visited the U.S. Customs and Border Protection's website page on Bringing Alcohol. See that page at https://help.cbp.gov/app/answers/detail/a_id/190/~/bringing-alcohol-(including-homemade-wine)-to-the-u.s.-for-personal-use.

The following would seem to apply since St. Croix is U.S....

"There is no federal limit on the amount of alcohol a traveler may import into the U.S. for personal use, however, large quantities might raise the suspicion that the importation is for commercial purposes, and a CBP officer could require the importer to obtain an Alcohol and Tobacco Tax and Trade Bureau (TTB) import license (which is required for all commercial importations) before releasing it. A general rule of thumb is that 1 case of alcohol is a personal use quantity - although travelers are still subject to state restrictions which may allow less." Source CBH.gov

Whether the VI has an equivalent of a "state restriction"... not sure. And the CBH.gov website for "Alcohol Beverage Authorities in United States, Canada, and Puerto Rico" doesn't list any local agency for the USVI that I saw.

And then this part as far as the duty-free consideration...

"Generally, one liter of alcohol per person may be entered into the U.S. duty-free by travelers who are 21 or older, although travelers coming from the U.S. Virgin Islands or other Caribbean countries are entitled to more. Additional quantities may be entered, although they will be subject to duty and Federal excise taxes, which will be assessed and collected at the port of entry." Source CBH. gov
