You can fish along the beaches as long as there aren't any swimmers around. I think some of the more popular beaches like meagens and trunk have rules against it but most don't and you don't need any kind of license. I brought a travel spinning rod and caught some barracuda and other fish last year. There are a lot of tarpon in the meagans bay area if you can get away from the crowds and wet a line

You cannot fish in the Great St James Marine Reserve which includes Nazareth Bay (Secret Harbour), Cowpet Bay (Elysian, Cowpet and Anchorage) and Great Bay (the Ritz.)

Because its a Marine Reserve. Federally protected waters for spawning and habitat.

Please EAT everything you catch or throw it back. Our waters are being overfished.

It covers area restrictions, protected species etc.
