No, at best you will hit a repeater in Tortola and get slammed with a horrible international roaming bill
Sam can happen with Cingular, T-Mobile and other GSM -CDMA networks, you MUST keep an eye on the phones display

Just returned from there... our Nextel phones did not work, except on the ferry as we were leaving St. Thomas. Our friends have Sprint phones and their phones did work.
