18. But, to rent a car it's usually 25.

You can rent a car under 25, but you wll be charged a higher daily rate. You also have to have a credit card with your name matching the driver's license. Debit cards can be used, but again can be trouble. They take extra money out that you won't get back for quite a bit of time!
